Who Decides Transgender Civil Rights?

A new lawsuit filed by eleven states including Texas challenges the Obama administration's charge granting public facility use based on gender identity ("States Ratchet Up Transgender Battle with Lawsuit against U.S." Reuters, May 25, 2016). The legal action was prompted by a May 13 order that said "transgender students must be allowed to use the bathroom of their choice" in public schools.
